Camelia – Elena Grecu


     As Ms Cercel followed legal procedures and requested that the decision taken in file 3759/P/2012 gets struck out because it is illicit, Ms Carmen Elena Grecu exposes the victims to even more aggravated humiliating behaviour, as on 23 November she ignores the ongoing case 1036/P/2012 and sends the complaint to be dealt with by the person she is investigating – Mr Marius Chirila – for criminal offences.

   On 15 November 2012, further to several refusals to phone information over the ongoing case 1036/P/2012, Ms Cercel attends an appointment with Ms Carmen Elena Grecu.

    During the appointment, Ms Camelia Elena Grecu “promises” she will be following legal procedures, yet you will shortly see that that was a lie.

    Further to the escalation from 10 November, ignoring the fact that she is now investigating a criminal case against Mr Marius Chirila, Ms Carmen Elena Grecu emails the victims and relates she has sent their complaint to be dealt with by Mr Marius Chirila – prosecutor who is already investigated by her.

    As on 10 November 2012, Mr Cercel received “confirmation” that Ms Georgiana Glavan will not be starting a criminal prosecution against the trespassers because “the dogs of the family prevented” them from probably watching TV in the victims bedroom, but she will not be starting criminal prosecution against Ms Cercel as her dogs have bitten the trespassers when they breached the property, and how the decision is signed by Mr Marius Chirila against whom there is an ongoing criminal prosecution, Mr Cercel emails and escalated the matter with Ms Carmen Elena Grecu.

   On 1st November 2012, the day after the recording of the criminal case 1036/P/2012, Mr Cercel emails Ms Carmen Elena Grecu to supply with “beyond any doubt” evidence against the case offenders.

    On 31st October 2012, Ms Carmen Elena Grecu records a criminal investigation against Mr Marius Chirila, Mr Temucin Chespin and Mr Braik Marian for protecting criminal offenders and delaying prosecution, case number 1036/P/2012.


   From this day on, in 20 days, the above three should be arrested. You will see in a later post that this did not happened.

   As it is obvious that nobody – no legal body – cares for their human rights and having exhausted the internal procedures of the two bodies that are discriminating him, Mr Cercel contacts the Romanian Ombudsman on 31st October 2012.

    As the criminal prosecution against Mr Dumitru Sibisanu reached Medgidia's Prosecutor's Office with the reference number 3579/P/2012, on 26 October 2012, Mr Cercel contacts the above prosecutor via telephone to enquire about the state of the proceedings.

   On 20 October 2012, Mr Cercel emails and updates the Chief Attorney Camelia – Elena Grecu of recent events, events that should result in her subordinate, Prosecutor Marius Chirila arresting the offenders, offenders who on 18 October threatened the victims of trespassing once again and this time killing the victims.

    On 9th of October, Mr Cercel contacts both the Chief Constable Mr Ion Pantilie and Ms Carmen Elena Grecurequesting evidence, the phone calls that will easily highlight the premeditation of trespassing.

   On 26 September 2012, members of the Cercel family write an official complaint letter to the Chiefs Executives of the Romanian Police and Constanta`s Court of Appeal Prosecutors Office : Mr Petre Toba and Ms Camelia-Elena Grecu.

  On 17 September, Ms Cercel emails Mr Marius Chirila and informs him of ongoing criminal offences her family is subject of at the hands of the well known brawler Mr Dumitru Sibisanu.

   Friday, 14th September, the Cercel family calls the above police inspectorate, and during the phone conversation with Commissioner Pandea, they were confirmed that if at this stage Mr Marian Braik is still investigating a complaint dated 24 July it is a clear case of a long and unexplained delay in following procedures and we should contact the case prosecutor – Mr Marius Chirila to notify him.

Dumitru Sibisanu and Gheorghe Vasiliu

   On 10 September 2012, as a direct result of Mr Dumitru Sibisanu's permission to roam free, in the presence of others accomplices – all 4 members of the Vasiliu family, together they continue to threat and humiliate members of the Cercel family.

Please note that these verbal abuses  were shouted out loudly, so that all neigbours can hear them.

    On 10 September 2012, Ms Cercel emails Medgidia's Prosecutors Office with an update of recent events, in an attempt to highlight that because there have not been taken any actions against him, Mr Dumitru Sibisanu is continuing to intimidate and harass both victims and witnesses, and continuing to ask that lawful authorities are respect.

   Ms Cercel also includes in the correspondence Constanta`s Court of Law Prosecutors Office and the Prosecutors Office from Court of Appeal of Constanta – the next in line in case of criminal offences committed by Mr Marius Chirila.

   On 7th September 2012, as a result of no actions being taken against him, and as public bodies were obviously protecting him, Mr Dumitru Sibisanu continues to intimidate members of the Cercel family and worst, as this video will reflect, he is also intimidating police officers with “I will talk with your boss” , probably trying to explain to them that Mr Sabin Nica will sack them if they take legal actions against him.

   On 28 August 2012, whilst Mr Marian Braik was investigating the incident number 576098 from 24 July 2012, came to the street the Cercel and Sibisanu families were living and asked the witnesses indicated by Ms Cercel to come to the police station for a witness statement. 
   In doing so, as there was a large number of witnesses, he asked for the help of Mr Dumitru Sibisanu to escort some of the witnesses to the police station in his own personal car.

   This post will hopefully point out that more than 20 days have passed since the criminal complaint has been raised and the police officers and prosecutors have not followed lawful authorities – the Criminal Code – and even worst : the witnesses were brought to the police station in a car driven by the offender !

Dumitru Sibisanu


   On 22 August 2012, somebody has made a complaint at the Medgidia Local Police Station – complaint that was based on false allegations against the Cercel family for washing their car on the street.

   As the police officers came to the scene and saw that this was a false allegation, they have not fined anyone, but much to everyone's dismay, the next day, the 23rd August, Mr Dumitru Sibisanu called the manager of Mr Ion Cercel and reported him for drunk-driving the company's car and other false traffic offences.

   It is now obvious that Mr Dumitru Sibisanu – being protected from the mandatory criminal prosecution by Mr Marian Braik and Mr Marius Chirila – was by now intimidating the victims and witnesses and continuing his row of criminal offences – yet, how you will see at a later stage, Mr Marius Chirila and Ms Georgiana Glavan decided not to take ANY KIND OF ACTION against their offender “friend”.

   On 18th August, the day after her being threatened to be killed by the offender Mr Dumitru Sibisanu, Ms Cercel went to the Medgidia's Prosecutors Office and tried having legal actions taken against Mr Sibisanu.

   Yet, how this video will point out, Ms Cercel was provided false and misleading information by Mr Marius Chirila – First Prosecutor at Medgidia`s Prosecutor's Office.

   On 17th of August, as there was no action taken up to this date against him, Mr Dumitru Sibisanu on board his lorry, threatened Ms Cercel – who at that time was in her court yard - to kill her.

   We are now at the stage where the legal bodies should get involved and remand the offender; yet you will see that will not happen.

   After the meeting with Ms Cercel, Mr Marian Braik asked the other two victims to come on 13 and 15 August and testify against the 1st assault – the physical aggression of Ms Cercel by Mr Dumitru Sibisanu.

 It is very important to see that Mr Braik was clearly investigating only the first assault and not the trespassing – it is a clear example of covering up incidents and disregarding procedures to pervert the course of justice.

   Following to Mr Braik's official invitation of Ms Cercel to testify, invitation communicated to the Cercel family via a phone call on 8th of August, Ms Cercel attended the meeting and in the presence of Mr Marian Braik started explaining the recent events.

During the meeting from 9th of August at 11:00, as the following recording will prove, Mr Marian Braik tried providing false information to cover up the unlawful trespass.

   Mr Marian Braik acted as the investigating officer in the file : 576098 from 24 July 2012.

    Although he received the complaint on 24st July 2012, he did not bother investigating anything until the 8th of August 2012, when members of the Cercel family enquired at the police force – this is in our understanding the first evidence that procedures were not followed as Mr Marian Braik was trying to cover up the illegal trespass and assault.

    He first contacted the victims on 8th August 2012, during a phone call at 14:38 and asked them to come the next day and make a statement in regards to the incidents.

Temucin Chespi



     After the second phone call to 112 from Ms Cercel on 18th July, phone call that alerted the authorities of the trespass; Mr Temucin Chespi was one of the police officers who was sent to take legal actions against the two trespassers: Mr Dumitru and Mr Cristian Sibisanu.

   When they arrived at the crime scene, the police officers were greeted with threats to their lives by Mr Cristian Sibisanu – Mr who in the past has assaulted other police officers and yet got away unpunished.

   As the threats were happening, the police officers dispatched went and saluted politely the offenders by handshaking with them.

   Much to the dismay of the victims, the police officers, although they were sent to stop an illegal trespass, when they were greeted with threats by the offenders of the trespass, they decided to disregards procedures – procedures that would involve retaining them – and socialise with them.

   Much worse is the fact that on the 8th August, Ms Cercel received a fine for public peace disturbance on the 18th July, fine issued by Mr Temucin Chespi and signed by Mr Cristian Dumitru as a witness

Cristian Sibisanu


   The city-known brawler, Mr Cristian Sibisanu, helped his father on the 18th of July 2012 accomplish two of the three illegal actions he committed on the 18th of July: he helped him in assaulting Mr Ion and Mr Marius and then trespass private property to continue with more aggravated damage.

    Prior to the above two actions – he helped intimidate the victims by threatening them during a phone call 5 minutes earlier to the first assault, threat that included the words “we will move you out of your house and out of the city” - clearly premeditating the trespass.

    Unfortunately, we were unable to receive any copies of the phone conversation as Ms Georgiana Glavan, Mr Marius Chirila and Ms Carmen Elena Grecu have refused to acquire them – as their acquirement would of represented proof of premeditation and as the three prosecutors were united in protecting and covering up the criminal offences, that was not something that would help them.

Dumitru Sibisanu

    Further to several months of threats and verbal injuries brought to members of the Cercel family, on 18th July 2012, Mr Dumitru Sibisanu – a well known brawler in the neighborhood and the father of a locally known brawler, his son, Mr Cristian Sibisanu – decided to put an end to the threats and start taking actions.

   During that day, he scored a “hat-trick”:
1 – assaulted Ms Vasilica Cercel after ambushing her in one of their neighbours yard,
2 – assaulted, with the help of his son – Mr Cristian Sibisanu and with an other neighbour – Mr Adrian Ionita two other members of the Cercel family – Mr Ion and Mr Marius – while they were returning to their home,
3 – trespassed with his son – Mr Cristian – private property to cause damage to the property and continue the assault of Mr Ion Cercel and Mr Marius Cercel.

   This is a website about HUMAN RIGHTS INFRINGEMENTS in Romania and how the lawful authorities are ignored by the legal bodies.

    The events posted on this blog are real, events that happened before and on the 18th of July 2012, when Mr Dumitru Sibisanu – in an armed group, after 22:00 hrs – trespassed private property to assault members of the Cercel family.
   This events is just one of the 3 assaults he and his accomplices have committed during the 18th of July; events that continued at later dates – under the protection of:
